Human Services Review Council

The Human Services Review Council (HSRC) recommends annual funding for social services in Thurston County.  The Council was formed by interjurisdictional agreement between Thurston County and the cities of Lacey, Olympia and Tumwater. The HSRC is coordinated by Thurston County.

There are eight members on HSRC - an elected official and citizen member each from Lacey, Olympia, Tumwater, and Thurston County. Olympia's current members are Councilmember Rhenda Iris Strub and community member Wendy Tanner.

For 2010, the member jurisdictions are providing $330,000 collectively for HSRC funding:

Jurisdiction2010 contribution% of whole$ per capita*
Olympia               $170,000      52%     $3.76
Lacey     $  85,000      26%     $2.17
Tumwater     $  25,000        8%     $ 1.50
Thurston County     $  50,000      15%     $  0.36

The HSRC makes a recommendation to the jurisdctions collectively about how to use the money.  The final decision is made by each of the City Councils and the County Commissioners.

After approval, each jurisdiction enters into contracts with the agencies to provide specific services paid for with that jurisdiction's HSRC funding. The funding is not a grant or gift to the agencies.
